Why Two Sensors, Not One

Maritime compliance spans two genuinely different kinds of evidence. MARPOL is about what happens on the water and in the air: an oil sheen, a chemical slick, an emissions plume. A satellite can see that; a camera on deck cannot, because it's beyond the horizon or invisible to the eye entirely.

PSC and SIRE are the opposite problem: they're about the physical condition of the ship and its crew. Is PPE being worn, is the bridge watch being kept, is cargo secured. No satellite can see inside a cargo hold or onto a working deck. That's a camera's job. VeriTide doesn't force one sensor to do both jobs, it matches each compliance framework to the sensor that can genuinely observe it.
